A lot of Korean cars have their phone numbers in the window. The reason for this is so they can double-park and then get called out when the person they're blocking wants to leave.
This person doesn't drive on Thursdays to conserve fuel.
This is an interesting innovation. My guess is if you knock on the yellow spot, it will send a text warning to the driver to come and move the car.
