Here's the view from the bottom.

I walked up partway. It looks nice, though nobody's sitting here in the winter.

I followed the stairs up higher.

There's an electronic board over the washroom. I actually thought this could be a waterfall based on the images advertising it I'd seen.

Other people, and animals, were up here.

Observatory of what? This shows an OK but not revealing view of Dunji Mountain within USAG Yongsan.
